---------------------------
Rudra and Shiva as the same deity. While some of the Shaivas consider Rudra as just a part of Shiva, while Vaishnavas consider Rudra as Shiva.Shiva is seen primarily as the non dual advaitic reality, the self and therefore he is Brahman. So Brahman is everything.one who has no birth and death.
aadhi andam illa porulum annamalai.
there's a saying on lord shiv in tamil.
"aadhi andham illa porulum annamalai."
he's the supreme power.

On the other hand, Rudra is an expansion of whom we call Sadaashiva in his eternal form. Siva is a peculiar expansion of Bhagavan. because he is in a middling category between Vishnu-tattva and Jeeva-tattva.

The eighth from any sign is Rudra. Thus, there can be twelve Rudras in the Zodiac. However, the eighth lord from Atmakaraka qualifies as Maheçvara, hence the sign occupied by the Atmakaraka will not harm the native because of the protective nature of the Atmakaraka. So if any signs are causing harm to the native, he should chant the Rudra Mantra of the 8th from it for protection. Now how to assign the mantras to the houses. If you have troubles in 2nd from AK, then chant the mantra for
Kapali, if in the 3rd, then for Pingala, etc.
